Housing Choice Voucher / Section 8
The Housing Choice Voucher (HCV) program offers rental assistance to low-income families, enabling them to obtain affordable, quality housing with private landlords. ECKAN's HCV and Section 8 Program was recently awarded as a High Performance Organization based on the Section 8 Management Assessment Program (SEMAP) from the U.S. Department of Housing and Urban Development (HUD). SEMAP enables HUD to better manage the Section 8 tenant-based program by identifying Public Housing Agency’s (PHA) capabilities and deficiencies related to the administration of the Section 8 program.
The program is available in Anderson, Coffey, Franklin, Lyon, Miami and Osage Counties.
The rental unit, selected by the family, must meet prescribed structural and safety requirements referred to as Housing Quality Standards (HQS), and the rents must meet program requirements.
The portion paid by the tenant is based upon income and the remaining portion is paid by the program directly to the landlords.
The program is funded through the Department of Housing and Urban Development (HUD).
Included with the HCV program is the Family Self-Sufficiency (FSS) program. This program encourages HCV program participants with developing plans to become as economically self-reliant as possible and free of cash assistance from other government programs.
The HCV program works directly from a waiting list, based on date and time of application. We currently have no preferences or emergency housing funds. Applications are available online (click here for application) but need to be printed and turned in to the local community center located in the program eligible counties.
