RICHARD JACKSON BIOGRAPHICAL SKETCH     Richard Jackson has been involved with Community Action Programs for some 48 years, starting out as Manpower Counselor with East Central Kansas Economic Opportunity Corporation (ECKAN) in Ottawa, Kansas, moving to be Manpower Director.  In 1974, Richard was appointed State Director of the Kansas Economic Opportunity Office by the late Governor Robert Docking.  In this position he was responsible for statewide poverty efforts.  In 1975, Richard was retained by Governor Bob Bennett.  Richard left state government in 1997 and worked as a consultant with the Federal Office of the Community Services Administration evaluating Community Action Agencies in Iowa, Kansas, Missouri and Nebraska.  Richard returned to East Central Kansas Economic Opportunity Corporation (ECKAN) in 1978 and became the Executive Director.   While with the state government, Richard implemented a statewide Weatherization Program CSA/DOE, statewide utility assistance program (LIEAP), was instrumental in organizing the first housing conference and the first statewide poverty conference in Kansas.   Richard received a Bachelor’s of Arts Degree from Ottawa University in 1968 and a Master’s Degree from the University of Utah in 1973.         September 26, 2017
